Woman of the Week: Leslie Woo

Leslie Woo, Metrolinx’s Chief Planning Officer, approaches everything with curiosity. With an extensive background in both the private and the public sector, Woo is the kind of person who will move to a new position to fill an education gap and learn how everything connects. She calls it design or systematic thinking, something she acquired through her architectural background.

“Every time I twisted and turned in my career, it was because fundamentally, in my work, I identify something that drives me to solve some other underlying problem somewhere else,” she said.

Woo grew up in Trinidad with a middle class family surrounded by poverty, something she says is one of the reasons why she went into architecture and urban planning — to give back to the community. Architecture, Woo said, is an “interesting bridge between community and planning.” Her mother, who was interested in interior design, encouraged Woo in her love of math, art, and language, leading to a study abroad in in Canada.

When she arrived in this country, she found a hostile climate and a foreign landscape. Even the language was difficult, as she had a thick accent. But, Woo pushed through the culture shock, falling in love with environmental studies and city building.

“In reflection, everything in my life and career is about creating roots and being grounded and establishing a place for myself and for my kids and family,” she said. “This interest in urbanity and quality of space and access, that’s where it comes from.”

Woo’s career is extensive. Prior to joining Metrolinx, she worked with the Waterfront Regeneration Trust as well as Waterfront Revitalization, helped shape the Greater Golden Horseshoe Growth Plan with the Ontario Growth Secretariat, and acted as strategic policy director for the Ministry of Training Colleges and Universities.

At Metrolinx, Woo developed a large and expanding portfolio. She is responsible for the long-term vision of the provincial transit agency, based on The Big Move, a vast plan to create one of the “largest and fastest-growing urban regions in North America.” She is responsible for $31 billion worth of capital public investments and drives corporate sustainability and innovation.

“I don’t know that I have a love for transit planning to be honest,” she said. “I have a love for city building, and you can’t build a city without mobility. This job has changed three, four times as the organization has grown, as we have continuously demonstrated our capabilities and our expertise, and we have been rewarded to be a larger contributor to the success of the region. That energizes me. Transportation planning is part of the puzzle I have spent the last 10 years trying to solve.”

She is currently leading the 2041 Regional Transportation Plan, which will build on the foundations created between 2008 and 2018, and help create a fully integrated transportation system across the province. Woo says her biggest challenge was to separate herself from the original Big Move plan and take an objective view, focusing on fresh ideas. The first round of consultations has just finished.

“The people using the system, municipalities and public, they have real insights that are important,” she said. “Now we are focused on the ‘how’ – we feel like what we’ve got is a strong validation of the ‘what’ – the direction, the vision. The ‘how’ is about who is making the decisions, how will you prioritize, how will you develop the evidence, where is the money going to come from, what is the role of municipalities?”

In addition to her work, Woo is deeply interested in mentoring and building up women. She said she was blinded about the gender divide in her early career, as a woman from a matriarchal family. But then, she took part in The Judy Project, an executive program within the Rotman School of Management in Toronto that helps prepare women for executive and CEO positions. The program really opened her eyes to the challenges women face in business.

For example, she said data showed that when someone was meeting a woman for the first time, they judged them 60 per cent on how they looked, 30 per cent on how they sounded in terms of their voice, and only a small percentage of what they actually said. “That for me was disturbing but really helpful in how I speak with other women,” Woo said. “It’s a great time to be a woman right now, but it is going much to slow.”

She continued her development at Harvard through a custom designed leadership program. As part of this fellowship, she founded She Builds Cities, a website where she showcases female city builders, people she has admires within the profession. She also leads Metrolinx’s network for women in management, which includes a mentorship program.

“I have formally and informally mentored younger women, older women, I have been mentored myself – I’ve been reversed mentored by younger women, which is refreshing,” she said. “Coaching, sponsoring, those are all things that are important. In my career, I had many mentors…men and women!”

Woo celebrated her 10-year anniversary at Metrolinx this week.

Christiana Figueres to speak in Toronto about climate change and PPPs

After numerous hurricanes ravaged the Caribbean and insanely sporadic weather hit North America the last few months, talking about the connections between climate change and public infrastructure has never been more important.

On Oct. 11, Christiana Figueres, United Nations Framework Convention on Climate Change, will be speaking in Toronto about protecting public infrastructure in an era of global climate change. The event is being hosted by the Canadian Council for Public-Private Partnerships (CCPPP) and is being called a “pre-conference keynote”.

Figueres is the Global Chair of Mayors for Climate and Energy and Convener of Mission 2020. Previously, she held the position of Executive Secretary of the United Natinosl Framework Convention on Climate Change. She also helped negotiate the 2015 Paris Agreement Her speech will address the implications and consequences of global climate change, while looking to the future and preparing for the public infrastructure needed to make cities sustainable.

Stick to your knitting Minnan-Wong, Keesmaat is out of your league

“Stick to your knitting.” Reaction to this phrase can be mixed — and it completely depends on the context in which it is used.

For example, using it in a business meeting to indicate that employees should play to their strengths while allowing others to do the same is a commonly acceptable use of the phrase. “Stick to the knitting” when used by a professional colleague to describe an incredibly accomplished woman who has her foot in all aspects of her craft can come across as derogatory, sexist, and downright rude.

Toronto Deputy Mayor Denzil Minnan-Wong is being accused of sexism for using the phrase in relation to outgoing Chief Planner Jennifer Keesmaat in an interview with the Toronto Sun last week. Minnan Wong said this in response to Keesmaat’s use of Twitter and how she debates municipal affairs publicly on the platform.

The history of “stick to your knitting” is a bit obscure, but the phrase has been used widespread in the business community since the mid 1800s. Many business professionals use this phrase when giving advice to young entrepreneurs. Stick to what you know and let others stick to what they know. That way you have the benefit of different experience instead of pretending to be an expert in all fields.

And yet, many politicians get in trouble for using this common phrase — and it’s all because of the context. Especially considering most of the time it’s used to describe women.

Despite its history, the phrase in itself is slightly derogatory. The person who uses it is telling their co-worker they don’t value their opinions. As a woman, this is especially offensive because women fight hard to be heard in the first place. In the case of Keesmaat, she has expertise in city building and most of her tweeting revolves around different aspects of this field. To say she shouldn’t have an opinion on how the City of Toronto is run and/or built is a bit farfetched and, frankly, sexist.

There is also the democracy angle that makes the use of this phrase even more strange. Minnan-Wong decided that posting discussion on city affairs on Twitter was not appropriate, but isn’t public discussion a foundation of democracy? Keesmaat has previously told Women’s Post that defending her planning choices and discussing them with the public was a critical step for accountability. In that case, her activity on social media is an extension of her role as city planner and an active citizen.

“If you have planners gone wild you could end up in a totalitarian type of environment, so the due diligence that comes from the vigour of being questioned by councillors and by the public is an essential part of the planning process from my perspective,” she said.

Why shouldn’t Keesmaat, or any person for that matter, use social media as a platform for public discussion? If everyone on Twitter was told to stick to their knitting, then it would be a pretty boring place. The whole purpose of social media is to allow people to share information and opinions.

And then there is the final point — why would Minnan-Wong care about the social media habits of a city staff member who is leaving their position in a month’s time? The only reason to use this phrase is to remind them that once they leave city hall, their opinions shouldn’t matter. Well, what does that mean for the rest of us? I hope Minnan-Wong’s constituents don’t have any opinions they want to share or ideas they want to suggest, because it appears like he won’t be listening to them.

Ultimately, Minnan-Wong made the same mistake many politicians make — trying to create a sound bite using clichés, hyperbole, and commonly used phrases in order to capture the attention of the media and the public.

Looks like he did — just not in the way he expected.

Metrolinx announces Phil Verster as new CEO

Thursday afternoon Metrolinx announced that Phil Verster, an experienced rail operator hailing from the United Kingdom, would replace Bruce McCuaig as CEO.

“Mr. Verster has graduate degrees in both engineering and business and a post-graduate diploma in law,” Prichard said. “He has operated, built and electrified commuter rail. He has the expertise and executive experience we need to deliver on our ambitious agenda, leading the 4,000 employees of Metrolinx and working with all of our partners. We are delighted the Mr. Verster has chosen to join Metrolinx.”

Verster is an engineer with vast experience in infrastructure management and operations for passenger rail systems. Prior to joining Britain’s Network Rail in 2011, he worked with Southeastern Trains and the UK division of Bombardier Rail. He also spent five years at Irish Rail, including some time as Deputy CEO.

From 2015-17, Verster ran Scotland’s ScotRail, overseeing the delivery of $3 billion of new electrification and has served as managing director of Network Rail’s East West Railway.

For Metrolinx, the decision to hire Verster was an easy one. According to Rob Prichard, Chairman of the Metrolinx Board, the Board itself was looking for someone with deep expertise in the field and significant executive experience delivering infrastructure.

“What stood out to us the most is what [Verster] has done successfully exactly what we need to do, which is to operate, expand, and build services and infrastructure, and to do that while maintaining existing services at the same time,” Prichard said.

Prichard also clarified that Metrolinx was not “searching the world for a politician.” For Verster, the politics behind the transit-agency is not his first priority. His first priority is to listen and get to know the people in Ontario and Toronto.

“My number one priority is to listen,” Verster said at the press conference. “And not only to listen to our different levels of management, but to listen to the front line people who day in and day out deliver for us on an ongoing basis.

“I’ll spend a lot of time getting to know the local politics and local communities. In the end, we as Metrolinx aren’t political. We serve only one master and that master is our passengers,” he said.

Verster was chosen unanimously by the Board of Directors of Metrolinx. He will start his new position on Oct. 1 2017.

The Arbour to be first wooden mid-rise in Toronto

In the Fall of 2012, George Brown College opened its doors to the Daphne Cockwell Centre for Health Sciences. Located at the heart of Toronto’s harbourfront in the Queens Quey and Sherbourne area, the stunning architectural design was built to encourage health care graduates with state of the art labs, a rooftop terrace, and tall glass panels meant to introduce the flow of light and wellness. In 2024 , the college hopes to welcome another striking design structure, known as ‘The Arbour’, as part of a sustainability improvement project. The Arbour will be the first 12-storey wooden-framed structure in the heart of Toronto.

The structure is expected to be a carbon-neutral wood building that will produce the same amount of energy it consumes. This balance results in a climate-friendly building adaptable to external changes in temperature. This building is one part of George Brown’s plan to create a low carbon campus by the Toronto shorelines.

The low carbon footprint will create low output of greenhouse gas emissions, often linked as the main cause of global warning and climate change. This is a step in encouraging healthy business practices in the City of Toronto. Adrienne Galway, executive advisor to the president of George Brown College, told Women’s Post that colleges such as George Brown play a critical role in reducing greenhouse gas emissions. “This building will be a living laboratory for a low carbon future.” Galway noted that students will have a chance to learn about design, construction , electrical components, and the science behind tall wooden structures by being in one.

While the concept of tall wood buildings may be new to Toronto, George Brown has been following similar designs in Europe, Japan and Australia, where engineers are starting to use more wood to construct buildings. The building will be a unique landmark for the Toronto waterfront with the use of renewable resources and unique beauty.

Vancouver based architect Micheal Green is the lead designer behind contemporary wooden buildings and has studied the science behind the design. To ensure the safety of tall wooden buildings, the wood is treated to have the properties and strength of steel. These massive panels of wood can be fire resistant and even safe during earthquakes.

Safety precautions and testings have been done on other tall wooding buildings, such as the 18-storey student residence Brock Commons building at the University of British Columbia. The building  is set to be open in September 2017 and will be the tallest building in the world made of wood.

George Brown has currently placed a request for qualifications for architects. In the fall, interested and qualified parties will be invited to bid. This design competition will allow an architect to work along with the college to help bring the Arbour to life.

Mayor announces $4.8 billion in federal transit funding

Toronto Mayor John Tory announced Thursday that federal money is on its way as part of the second phase of the Public Transit Infrastructure Fund.

“I’m thrilled that Toronto will receive approximately $4.8 billion of Ontario’s $8.34-billion allocation from the Government of Canada for our transit network expansion plan, which includes the Relief Line, Smart Track, the Eglinton East LRT and Waterfront transit,” Tory said in a statement. “This is a huge victory for Toronto and will lead to better transit for the entire region.”

He also confirmed that the province would be required to contribute 33 per cent of project costs and that Ontario would be encouraged to follow British Columbia’s example and commit to a 40-40-20 cost share arrangement.

The mayor has been a strong advocate for cost sharing when it comes to the Relief Line and Smart Track, and has been battling stubborn provincial politicians along the way. This soon-to-be announced funding is a big win on the part of Toronto and the much-needed Relief Line.

“With all the federal funding program allocations outlined today, including the Green Infrastructure Stream and Community, Culture and Recreation Infrastructure Stream, we thank Minister Sohi for underscoring the important balance between provincial and municipal priorities, ensuring that funding will flow to where it is needed most.”

Senate pushes forward Infrastructure Bank

Wednesday, the Senate passed legislation that would allow for the creation of the Infrastructure Bank. According to the bill passed, this corporation’s purpose is to “invest in, and seek to attract private sector and institutional investments to, revenue-generating infrastructure projects.”

Bill C-44 allows government to implement certain provisions to the federal budget, including making room for the much-talked-about Infrastructure Bank. The bank will help structure proposals and negotiate agreements for infrastructure projects across the country. They will receive unsolicited proposals from the private sector or institutional investors, provide advice to all levels of government, and monitor the state of infrastructure in Canada.

As Bruce McCuaig, Executive Advisor of the Privy Council, said Tuesday at a seminar on alternative financing, “If we were to build all infrastructure on public balance sheets, we wouldn’t be able to get there.”

The seminar McCuaig spoke at Tuesday was hosted by the Transit Alliance, a non-political organization for those who work in the transit and infrastructure industry, students, or those interested in transit and transit planning in cities across Southern Ontario. Much of the discussion centered around whether or not the Infrastructure Bank is going to be useful for municipalities.

The biggest challenge is that Bill C-44 only outlines the recommendations and the broad powers the Infrastructure Bank holds. There are still quite a few details to work out, for example how the Infrastructure Bank will balance public and private interests. The general consensus is that the bank will provide opportunities for municipalities, but that it should focus on projects that are having a harder time finding funding.

As the bank starts to develop and grow, more information will become available.

What’s happening with the Rail Deck Park?

Toronto’s Mayor John Tory is in Chicago talking to other city leaders, builders, and experts. On the agenda: advice for the Rail Deck Park.

Toronto’s Rail Deck Park is advertised as “Toronto’s next great gathering space for recreation, culture, and celebration.” This 21-acre park is meant to be built on top of pre-existing rail lines between Bathurst St. and Blue Jays Way. The estimated cost is $1 billion to start, which doesn’t include the complications of air rights or maintenance of the park.

Despite the overwhelming public support for the Rail Deck Park, the price tag is expected to cause a lot of debate within city council. This same council has tried to reduce spending and is currently fighting with the province and federal government for help to fund transit. There is a little bit of funding, collected from other developers, that is dedicated to the Rail Deck Park, but not enough to sway opinion.

There is also an added complication. Since the air rights have not yet been acquired by the city, it leaves the area open for negotiation. According to media reports, there is a development proposal for that same site. A new submission is calling for the development of eight high-rise towers near the north end of the rail corridor, with only 12.8 acres dedicated to public space. The development would be mix-use with room for residential, corporate, and retail space. It will also leave room for a GO Station at Spadina and Front.

The benefit of this new development is that the city wouldn’t have to shell out as much money to create the park. Good news for councillors, not so good news for citizens looking forward to a big new green space in our condo-filled city.

The Rail Deck Park is an ingenious use of space and, if ever built, will be a welcome addition to Toronto’s urban planning. The question becomes whether or not Toronto can build the park without the help, or the compromise, of adding in new developments.

Will the province step up to fund the relief line?

Toronto Mayor John Tory is doing his best, but it doesn’t seem to be enough to convince his fellow members of council, the province, and the federal government of the basic facts — the relief line is necessary.

The mayor’s pleas seem to rest on deaf ears. While city council did push forward the preferred alignment for the Yonge Relief Line, the actual construction of this much-needed transit project is still years away. In fact, it will never be built unless the province and the federal government step up.

The problem is that politicians are too wrapped up in the next election to do what needs to be done today. Experts all agree the relief line must be built prior to 2031 when the TTC Line 1 reaches capacity. With other subway extensions and Go Rail projects bringing more people into the downtown core, the relief line becomes even more of a necessity.

And yet, the provincial government hasn’t committed to more than $150 million for the planning of the relief line.

Toronto knows the relief line is going to be expensive. With a current price tag of $3.6 billion, it’s all city councillors can talk about.

Tory came up with a possible solution early on — revenue tools. Instead of raising property taxes, he would support the tolling the Don Valley Parkway and the Gardiner Expressway. The money collected from these tolls would be dedicated towards transit. But, the province said no.

In addition to denying Toronto the ability to make money off of their own roads, the province said they would not be putting any new money into municipal projects for two years. This is a big blow to Toronto and an obvious election tactic on behalf of the Kathleen Wynne government in hopes of gaining support from the 905 communities.

What the province is forgetting is the universal benefits of a relief line. Those living in the 905 area may be able to get into the GTA thanks to the subway extensions and rail lines, but once they get here they will be trapped in the same congestion and gridlock as the rest of us. Revenue tools like tolls would be the perfect solution — drivers will pay to help support transit infrastructure so that those who do use public transportation get better service. Those drivers will then experience less congestion on major roadways.

It’s a win-win; or it would have been if the province approved it.

Without these revenue tools or financial support from both provincial and federal governments, the chances of the relief line being built by 2031 is incredibly low. Toronto needs the province to step up and put politics aside.

If the province won’t let us toll roads, then they have to give us funding for the relief line. Toronto’s mayor shouldn’t have to stand at subway station handing out leaflets to get the government’s attention, only to be scolded by the Minister of Transportation for doing his job. This project is too important for such silly and juvenile politics.

Toronto has waited about 100 years for the relief line. Do we need to wait another 100 before someone decides to be an adult and pay for this thing?

The B.C Green Party finally puts on their big boy pants

The British Columbia provincial election results have shocked Canadians across the country. The B.C. Green Party has never-before-seen political leverage after the closest election results on record.

The final seat count as of May 24 revealed the Liberal party has 43 seats, the NDP has 41 and the Green Party has three seats in the legislature. The Liberals won by a mere 1566 ballots after very narrow results forced a vote recount, leading many people to question whether the election should be recast entirely. The election results have also put the Green Party in a strong position. Green Party Leader Andrew Weaver has been approached by both the Liberal and NDP parties to strike a possible coalition and is currently in discussions to decide which party to support, or to not support either party at all.

According to Weaver, the final decision on a potential coalition government will be announced by Wednesday May 31. For the first time in Green Party history in Canada, the classic underdog that champions the environmental movement is in a politically powerful position. The Green Party has the opportunity to have certain demands met by either the Liberals or the NDP government to help form a coalition government in B.C.

On Tuesday, a coalition of activists joined together to assemble in front of the B.C. Legislature buildings to try and convince the NDP and the Green Party who have always been at odds with each other to join together and end 16 years of Liberal rule in the province. Dethroning Premier Christy Clark would be in the best interests of the province from an environmental standpoint. Clark has repeatedly approved devastating environmental projects, including the expansion of the Kinder Morgan Pipeline and supporting the Site C megadam project.

Clark did not speak when the final election results were announced on Wednesday, but issued a statement saying, “”with 43 B.C. Liberal candidates elected as MLAs, and a plurality in the legislature, we have a responsibility to move forward and form a government.” The Green Party will play a big part in what type of government is formed in coming weeks.

This is a key moment in Canadian politics for the Green Party in B.C. An opportunity to actually make a difference and have political weight in legislature. It is also a crowning moment for Green supporters everywhere who have toiled for years being the underdog and finally have a chance at affecting meaningful change in Canada’s most environmentally progressive province.  Canadians everywhere wait on the edge of their seats to see what move Weaver makes, and whether the NDP and Green Party can finally put their differences aside and dethrone Clark once and for all.
