Doug Ford receives backlash for plan to cut city council

After Premier Doug Ford announced that he would be introducing a bill to slash Toronto’s city council from 47 members to 25, NDP leader Andrea Horwath and Mayor John Tory are criticizing the decision.

On Monday Ford introduced the Better Local Government Act at the provincial legislature. The plan would be to cut city council nearly in half, a move that brought forth criticism from city council, John Tory, and opposing leader Andrea Horwath.

The Premier’s office released further information last Friday on why they’re choosing to introduce such a controversial bill. “At 44 seats, growing to 47 seats, Toronto City Council has become increasingly dysfunctional and inefficient through a combination of entrenched incumbency and established special interests,” they wrote. A streamlined Toronto City Council would empower Toronto’s mayor and help ensure that Toronto taxpayers can count on an efficient and effective municipal government.” They added that the bill could help save Toronto taxpayers over $25.5 million over the next four years but didn’t provide any specifics.

The bill will also extend the nomination period for city council candidates to September 14, 2018, though the deadline for Mayor would remain the same.

Mayor John Tory told reporters that the bill was “absolutely not right” to introduce without consulting with Torontonians. “I’m angry at the process because I think it is disrespectful of the people, most of all, in that I think people, when there’s a major change being made to their civic democracy, deserve to be consulted in one way, shape or form,” he said. “It wasn’t put on the basis that he was planning to do it. He said that he’s talked about it before and I actually sort of dismissed it on the basis of saying, ‘Well, that’s not something that could be done. We’re in the middle of an election campaign,’” he added. “The matter dropped at that stage because I didn’t have the sense he was pursuing it, either.”

Tory also called for a referendum, which was approved by city council. “I will continue to advocate that the province pushes the pause button on this process and let the municipal election already underway proceed,” he added in a Twitter thread on July 30.

Ford received further criticism from opposing leader Andrea Horwath, who released a statement about the bill, saying that he didn’t announce these plans on the campaign trail or consult people. “It’s clear that Mr. Ford wants a smaller number of councillors to have more power, fewer checks and balances, and less accountability. This is obviously a move to make it easier for the premier to control Toronto City Hall. The actions we hear Mr. Ford plans to take not only mean less accountability and transparency at City Hall, but that each Torontonian will have less help and less access to their city councillor,” she said.

Horwath also tweeted about the bill, calling it something Ford “cooked up in a backroom.”

Ford is defending his decision at City Hall and on social media since July 27. “I promised to reduce the size and cost of government, and end the culture of waste and mismanagement. More politicians are not the answer. These changes will dramatically improve the decision making process, and help restore accountability and trust in local governments,” he wrote on Friday.

Ford posted a video of him yesterday addressing the concerns of his bill. “We’re gonna create jobs. We’re gonna create transit. We’re gonna fix the infrastructure and we’re gonna take care of the billion dollars backlogged of housing. People are sleeping on the streets cause too much money’s going to politicians,” he said. He accompanied the 0: 15-second clip with a tweet saying, “We’re going to make government work for the people. We can’t allow political gridlock and dysfunction at City Hall to keep delaying progress on critical issues. By streamlining City Council, we will help Toronto move forward on transit, infrastructure and housing.”

Progress Toronto, an advocacy group supporting democracy, started a petition to stop Ford’s bill called “Stop Ford’s takeover of Toronto politics.” They wrote that Ford is “abusing his power as premier and he is messing with our political system in the middle of an election to try to control Toronto City Hall from Queen’s Park.”

Toronto leaders speak out amidst current gun violence

After the weekend shooting in Toronto’s Kensington Market, Toronto Police Chief Mark Saunders, Premier Doug Ford, and Mayor John Tory have released statements on the current state of the city.

On Saturday evening around 8:00 p.m., shots rang out at Peter Street and Queen Street West and left two rappers dead and one woman in the hospital. The two rappers were identified as Smoke Dawg (Jahvante Smart), 21, and Koba Prime (Ernest Modekwe), 28.

The violence didn’t end on Saturday, however. On Sunday, police were called to the College Street and Augusta Avenue area when shots rang out around 10:30 p.m. Reports say that four people were injured during the crime. After the shooting, four suspects were seen fleeing the scene but police have yet to release a description of them.

Since the shootings took place on Canada Day, one of the busiest times in Toronto, Chief Saunders spoke with CP24 about the gun violence. “This is not the norm,” he told CP24. “Right in broad daylight on some of the busiest intersections of our city where there is gunplay. The gunplay usually occurs at night in particular neighbourhoods where there is not as much capacity of people. The brazenness is a concern.”

He added that the violence can be traced back to gang violence. “This is pointed to specific people. A random person walking down the street, it is highly unlikely that they are going to be in harm’s way,” he added.

A statement released by Tory read: “The unacceptable gun violence we’ve seen in the last few weeks has left me incredibly angry but resolved to work with the police to stamp it out. As Mayor, the safety of our city is my top priority and one that I share with Chief Mark Saunders and the men and women of the Toronto Police Service. That’s why we’re hiring 200 police officers this year, why I’ve always advocated for tougher gun control and tougher bail conditions for gun crime, and why we’re modernizing the police service to ensure there are more officers patrolling the streets.”

He added that he spoke with Chief Saunders who said that police are working to get to the bottom of the crimes. He also said that he plans to reach out to Premier Doug Ford and Public Safety Minister Ralph Goodale to discuss how they can better their efforts to combat gang violence.

“As I said at City Council last week, we need to toughen up bail guidelines for those caught committing gun crimes. Countless police officers – from constables to the Chief himself – have told me how frustrated they are by the fact someone they arrest for a gun crime can be back out on the street on bail quickly and ready to cause more mayhem. That is not right and that is something we can stop right now,” the statement also read.

Tory added that the city leaders need to work together to deploy more police and support law enforcement to keep criminals behind bars.

On Monday Ford released a statement on Twitter saying: “My heart goes out to the victims of the shootings in Toronto over the Canada Day long weekend. This has been a very difficult summer in our city, and thoughts and prayers just aren’t going to cut it anymore. We need action.” He added that Toronto is home to the greatest police officers and “we need to make sure they have the resources to round up these criminals, build relationships in communities, and prevent these shootings.” He concluded his statement by saying he looks forward to meeting with representatives from Toronto police forces to city leaders and law enforcement can work together to end “this senseless violence.”

Hopefully, Toronto’s leaders can band together to successfully get to the bottom of the gun violence currently happening in the city and make its citizens feel safe again.

 

Buses, buses, buses!

It’s always fantastic when people can work together for the greater good, especially when it involves top decision-makers  and a faster commute for transit users.

Today It was announced that the City of Toronto and the Federal Government are pooling resources and investing in public infrastructure –buses, new routes and cycling infrastructure – in Toronto. The funds will support efficient and affordable services. The total investment is $934 million. The Federal Government is providing over $442 million and the City of Toronto is  Matching and adding a bit more with an investment of $492 million.

The funds will ensure buses are maintained and will meet the demand of commuters. Improved accessibility and lower greenhouse gas emissions are an added perk.

Minister of Infrastructure and Communities Amarjeet Sohi, Ontario Minister of Transportation Kathryn McGarry,  Mayor John Tory and Chair of the TTC, Councillor Josh Colle announced the purchase of 1,043 new buses and the revitalization of 695 current buses as a part of the TTC’s Bus Purchase and Bus Rebuild project. The fleet will include 729 clean diesel buses, 254 second generation hybrid electric buses, and 60 battery electric buses.

Funding was also announced for 15 new public transit projects across Ontario. $20 million will go towards new transportation routes and cycling infrastructure. Mayor John Tory spoke about the initiative:

“Every day, the lives and livelihoods of Toronto residents depend on being able to move around our city quickly, safely and reliably. Maintaining our existing bus fleet and adding more buses on our roads will bring transit into every neighbourhood of our city. There is no area where collaboration and cooperation is more essential than in keeping our residents moving. Together, we will make Toronto’s transit system faster, stronger, safer and more accessible to everyone in every part of our city.”

The project is much-needed in Toronto and across the GTA. The extra buses and repaired fleets will cut down those end-of-day wait times, and will lessen the number of breakdowns which add extra minutes, or even hours on transit routes.

Ontario Government Announces Plans To Expand GO Transit

Due to increasing congestion on roadways and expenses of owning a car making public transit a more viable option for commuters, I always take it as welcome news when the government announces its plans for expansion and improvements that will further connect me to outlying regions with greater efficiency.

Kathryn McGarry, Ontario’s transportation minister, has said that the provincial government has now set plans to expand GO Transit in Greater Toronto and the Hamilton region.

McGarry has shared the news about the GO Transit expansion while appearing at Union Station on Monday, when she indicated that the government has issued a request to begin selecting companies to initiate the designing, building and financing, in addition to operating and maintaining the GO Regional Express Rail network.

“Today, I am pleased to announce that we are on track to deliver the next stage in GO Transit’s evolution — Regional Express Rail,” McGarry said. This includes new trains, refurbished vehicles, infrastructure for electrifying the entire GO corridor, and improvements such as bridges, tracks and noise walls to make travel seamless. This also includes improvements right here at Union Station to its tracks as well as its platforms to make room for more train service and electrification across the entire network.”

The process is therefore underway, ahead of any contracts being offered for GO Transit expansion. Ontario will issue a request for qualifications.

Six new Toronto Smart Track stations will also be built, and there will be upgrades made to 22 current GO stations that will involve renovations to stations, digital signage and new bus loops.

Metrolinx CEO Phil Verster said the request for qualifications is a “big milestone” and the transit projects are “hugely exciting” for the provincial agency. “In many transit jurisdictions, these are the biggest projects out there today,” Verster said. “For our customers, this is really exciting.”

Regional Express Rail is also to include more than 400 projects across 40 municipalities, which is being financed with the city of Toronto.

The project Mayor John Tory initiated during the 2014 municipal election, SmartTrack, will include integrated services via rail on the Stouffville, Lakeshore East and Kitchener GO lines, as well as on the Eglinton West Light Rail Transit extension, between Mount Dennis and Renforth.

Spokesperson for Metrolinx, Anne Marie Aikins, says that this is “another step closer to building the transit people need.”

 

 

‘Slow Down Toronto,’ Mayor John Tory announces initiative directed at aggressive drivers in school zones

Stepping out onto the bustling city streets of Toronto and the GTA, whether simply to grab a coffee or find your destination to the office, can often feel like entering a war zone. Due to increasing congestion on city streets, which is often accompanied by frustrated drivers and a bit of road rage from those who are simply fed up, means that accidents of both the vehicle on vehicle and vehicle on pedestrian form are a constant worry.

I know every time I prepare to make my way across a busy intersection, even when the walking- man symbol is visible and it is my right of way, I look left, right, and left again, taking extra precaution out of worry that I may become the latest victim and statistic of aggressive driving. School zones are of particular concern for worried parents and staff members who witness the aggression in these areas, despite signage that indicates speed limits are far lesser.

Mayor John Tory has realized the need to initiate a number of road safety projects particularly in school zones and intends to enforce the message “slow down Toronto,” within these zones. The initiatives are to be launched over the next few weeks and are part of Toronto City’s Vision Zero Road Safety Plans, estimated at a cost of $86 million, which is to partner with the Toronto Police Service school zone safety campaign.

Mayor Tory spoke at Cornell Junior Public School, alongside Deputy Chief Peter Yuen of the Toronto Police Services and Yvonne de Wit, Director of Chronic Disease and Injury Prevention, in addition to Barbara Gray, General Manager of Transportation Services.

“The safety of all pedestrians, but particularly children, must be a priority in this city. One pedestrian death is one too many.  We are working to prevent these deaths and protect our residents across the city,” Mayor Tory stated. “We all have a responsibility to share our streets in a courteous and safe way. I am committed to making sure all those who use our roads – pedestrians, cyclists and drivers – can get where they need to go as safely and efficiently as possible.”

The initiatives involve a two-week “Slow Down Toronto” campaign in school zones which are beginning this week. The campaign is to focus on traffic enforcement and driver education on “speed, distracted driving and aggressive driving,” which are all contributing factors to injuries and deaths in collisions.

Additionally, a one-year pilot project which will provide new and flexible traffic calming signs in 12 school zones across the city, will begin this week. The signs will be placed in the middle of roadways in these zones as a reminder to drivers. Other signs advise pedestrians to only cross at designated crosswalks.

The city is also ramping up the School Safety Zone program and will be retrofitting 80 schools in 2018, up from original plans to retrofit 20 schools annually.

Over 2018, the initiative will see new school zone safety signs with flashing beacons, school zone pavement stencils, “watch your speed” driver feedback signs,  zebra markings at school crosswalks, examination of placing a school crossing guard at major crossings, and traffic calming measures beyond the front of schools.

Other initiatives meant to be launched this year include, implementing an automated speed enforcement pilot, reducing crossing distances via painted curb extensions, introducing a mobile “watch your speed” program, installing more senior safety zones and pedestrian safety corridors, as well as conducting more safety audits, making cyclist safety improvements and more.

 

Media personality uses his position to gain sex

The #MeToo and #TimesUp campaigns are empowering women to step forward to try to stop sexual misconduct, and to shape a better world for our children. To do this it requires that guilty men fall.  The question that many are asking is do these men need to fall so harshly? The court of public opinion can ruin careers, it is unforgiving and the media stokes the flames with every dirty little secret uncovered. Is this public shaming a necessary part of the change our society is going through?

I hope we will get to a day when it isn’t needed, but think, as the beginning of social change sets in, the public shaming is a necessary part of the social change. And I say this as someone who has experienced public shaming. 

By taking on the Mayor of Toronto in 2013, and being the first to talk about his drug use and sexual misconduct, I became a target for Ford nation. And I admit that I wasn’t prepared to go up against a very savvy and strategic campaign (led by Rob’s brother Doug Ford) to bury the truth. From the moment the news hit social media, Doug Ford was on the phone with all the media personalities in Toronto, calling in favours and working to gain their support for his brother. His goal was to get them to discredit me, to turn the public against me and make the Mayor out to be the victim.  A friend of mine was, at the time, hosting a talk show on Newstalk 1010 and he warned me that Doug Ford was calling all the key commentators and trying to get them to discredit me. Doug was able to manipulate many of them. Even those who knew me to be a legitimate community advocate turned against me.  They spent a week questioning my background, my authenticity, and making Mayor Ford out to be the victim. Doug Ford succeeded at manipulating the media to work on his agenda, and for a time they were so busy attacking me, they ignored the legitimate stories swirling around the Mayor. Ford’s strategy to deceive the public through the media worked – until it didn’t.

But the public shaming was a terrible experience and I understand now why so few came to defend me. I am thankful to the men who did – Mayor John Tory and Greg Sorbara – were two men who stood up in a sea of accusations to suggest that I wasn’t one to exaggerate. But for a week or two I couldn’t get on the subway or walk through a grocery store without a Ford fanatic following behind me screaming that I was a lying bitch.  So I know very well what the court of public opinion can do to someone. And I also know that eventually the truth comes out – as it did on Mayor Ford.

Today women are finally uniting and using their voices to shine a spotlight on the sexual abuse and misconduct of some very powerful public figures. The guilty need to fall. And I for one believe that the truth will protect those who are wrongfully accused, as it did me. I went through hell, but I am stronger for it. The time has come for men who abuse their power to pay for their actions.  

There is still one man whose actions haunt me. In 2010 when I was running for Mayor of Toronto, I was on a political talk show with the other top four candidates.  The show was widely watched and it helped my numbers in the polls, so the next time I saw the host I asked if I might get on his show again. Always kind and friendly, he suggested we meet over lunch to discuss.  My assistant and I met him at Grano’s on Yonge Street, and the three of us ordered our lunch. Not five minutes into the lunch the host asked me if I would sleep with him. My assistant almost spit his drink all over the table. I politely told the host that I loved my husband and would never do that. I then excused myself, went to the washroom and called my campaign manager. My manager was at first angry that I was alone with a talk show host, but when I explained that my assistant was actually sitting there with us and had heard the entire thing, his anger turned to shock. He was great at calming me down and  joked that if I didn’t want to “take one for the team” then I should excuse myself and leave.  I followed his instruction, and later asked my EA what he and the host had talked about while I was in the washroom. He told me he questioned the talk show host to see if asking directly for sex actually worked for him. The host said that it worked 50 percent of the time. I hope he was just bragging, but I’ve always wondered if the women who are frequent guests on his show have slept with him.

Back in 2010 this meant that some of the male candidates had extra exposure on his show that I couldn’t get. They didn’t have to sleep with him to get on his show.  It was frustrating but in a busy campaign we didn’t have time to address it.  When I talk with younger women, they are shocked at the way the world was back then.  I realize that women of my generation were programmed to accept how it was. We had to joke about it because getting mad every other day wasn’t healthy. I remember a woman saying to me once when I complained about an editor who slept with interns that “boys will be boys.”  It wasn’t until I met my husband that I learned that some boys turn into caring and compassionate men concerned about building a fair and just society. 

In 2010 the host  made it harder for me to compete with the men I was up against, because they were invited to appear on his show while I wasn’t. He didn’t give a damn about how he impacted my future.   In the years since he’s approached me several times, usually at political functions, to suggest we “sleep together” and he always laughs about it.  I wonder if he does this so that if he is ever held to account he can claim that he was only joking? I also wonder how he would explain why he has never had me on his show, in a climate where talk show hosts complain that they can’t get women to appear on their shows?  And I wonder how many other women have had the same experience I did with him? How many women have not been invited back to his show simply because they won’t sleep with him?

I wonder too what our next steps should be? My assistant who sat with me at the table when I was propositioned by this host, remembers the conversation well. But my gut tells me we will need to gather a few other women who have shared a similar experience in order for his CEO to take this seriously. With two elections coming up this year the host will have many opportunities to prey on women candidates. I hope my words will stop him from abusing his power. Rail Deck Park to add attractive green space to the downtown core

It’s was almost a year ago the City of Toronto announced their intention to create the Rail Deck Park. Movement is now underway in addressing the proper funding plan and proposal of this new green space in the urban Toronto area. The park is expected to be a sprawling 21-acre green space in the heart of the city, built above pre-existing transit lines that stretch from Bathurst Ave. to Blue Jays Way.

Over the past few years, Toronto has seen a rise in condominium construction and with that construction comes a thirst for public spaces where families can play and enjoy the sunshine. In other words, a little oasis in the downtown core. Mayor John Tory’s support of the park is something he has been open about and he hopes to see this project become a reality.

Speaking at a statutory public meeting on Sept 25 at City Hall, the mayor said, “I believe this is a bold idea and I’m going to tell you with every ounce of determination that I have: It will be built.”

This November, an official funding plan will be presented at City Hall. The funding and construction plans for the park so far is unclear. The mayor is, however, confident that a big portion of the private sector will cover the cost. So far the estimated cost of the park is approximately $1.05 billion.

The official funding plan will make the steps clear to the public. The park represents the challenges of living in an urban space and making use of city building. This structured city planning will help for future developments that will arise in the city. The unused air space above the park is, however, owned by a mix of private firms. Procurement of these air rights will be negotiated or expropriated by the City of Toronto if necessary.

The mayor has previously compared the Rail Deck Park to places like Central Park in New York City, Millennium Park in Chicago, and other global parks under construction — including the 26-acre Hudson Yards public plaza in New York City.  These sites of inspiration imply the park can be a major tourist spot while making the downtown area more appealing and liveable for residents.

This park will add trees, water features, public art, relaxation space, and more. Residents in the city will finally have a space within Toronto’s concrete jungle to connect and relax. So it’s time to sit back and relax as the city is on the path to adding this snazzy new addition

Toronto city council approves relief line alignment

Toronto City Council voted to approve the Carlaw alignment for the southern section of the Yonge relief line, but not before a lot of debate that proved councillors still don’t understand the necessity of this incredibly important project.

Councillors threatened to hold off this project if their transit project of preference, made generalized statements about how little relief the “relief line” will have in their riding, and argued about the price tag attached.

As the province of Ontario moves forward with high-speed rail connecting Windsor to Toronto and a transit line that connects northern 905-ers to Finch, there has been little provincial support offered for the relief line.

The relief line is necessary if the city of Toronto wants to relieve congestion and unlock gridlock on major roads. It becomes even more necessary as these other transit lines are built to connect to the already overcrowded Line 1.

City staff have already said that Line 1 will be at capacity by 2031. At this moment, if councillors, staff, and the province keep bickering, it doesn’t seem like the relief line will be built by then. In fact, Toronto Mayor John Tory sent a letter to Toronto Transit Commission CEO Andy Byford asking for creative solutions to address short-term subway capacity issues.

“I want to make sure we are doing everything we can now to make the ride better for riders,” Tory wrote.

Meanwhile, the provincial government is still refusing to contribute to the relief line. In a statement released as a response to Tory’s press conference Wednesday morning, Steven Del Duca, Minister of Transportation, released a statement saying they have already pledged $150 million towards the planning of the relief line and have been an active partner in Toronto’s transit planning.

They have not committed any further funding towards the building or design of the relief line, and have indicated that the province will not be making further commitments for another two years.

Tory, on the other hand, is saying that the province needs to step up and commit to helping fund the downtown relief line, especially since the Kathleen Wynne government shut down his plan to toll the DVP and Gardiner Expressway for dedicated transit funds.

“I’m not asking for a blank cheque,” Tory said. “I’m asking for a commitment.”

The relief line alignment passed 42-1. Amendments to the original motion include an exploration into cost-sharing for the Yonge extension and the promise that the Yonge North subway won’t open unless the relief line is built and funding is made available.

Relief line alignment moves forward to council

Executive Committee voted to move forward the Relief Line and the Yonge Subway Extension for city council approval.

Next week, city council will vote to approve the Carlaw alignment for the Relief Line and move to start the “Transit Project Assessment Process.” The alignment for the southern section of the relief line will travel down Carlaw from north of the Go tracks at Gerrard Ave. to Queen St. East.

Council will also vote on advancing the planning and design of the Yonge Subway Extension.

The discussion about these two transit projects began with statements by York Region chair Wayne Emmerson, Makham Mayor Frank Scarpitti, and Richmond Hill Mayor Dave Barrow. Each city leader pledged their support for both the Relief Line and the Yonge North Extension and they be built concurrently.

The support for the relief line being built concurrently with the North Extension is significant since the extension will bring more people from the GTA into the downtown core and Line 1 is nearing capacity. Without the relief line, those new transit users won’t be able to use to get on the subway once they enter the city.

City councillors were given the opportunity to ask questions of the York region representatives, including joint-funding and their decision to oppose the creation of tolls, which would have provided much-needed revenue towards these projects. Markham Mayor Frank Scarpitti spent most of his time at executive committee praising the provincial government for providing starting funds for both transit projects, despite the fact the amount is minimal. Toronto Mayor John Tory emphasized that it will take all three levels of government to move these projects forward, saying there is a distinction between funding for the planning of a project, and the construction of a project.

In the end, everyone agreed that more funding is needed for both the relief line and the Yonge Extension. This decision is a far cry from Tory’s threat last week to withdraw his support for the Yonge Extension unless the province provided more funding for the relief line. It appears as though Tory made a deal with the York mayors that he will support the extension if they publicly support his bid for the relief line.

A few amendments were added to the original report before it passed, including a cost-analysis of the northern section of the relief line and the renaming of that section as the “Don Mills Line”.

City Council will be held on May 24 at city hall.

Toronto city council approves budget in light of tolls

City council voted to approve a “low-tax budget”, as described by city manager Peter Wallace during his presentation on the floor. It wasn’t an easy decision, and councillors spent about 15 hours debating and arguing the minutia details of each motion presented.

At the end of the day, the budget was approved nearly as-is 27-16.

In total, Toronto homeowners can expect an increase of 2 per cent on their residential property taxes, equalling 3.29 per cent, or $90 on average per home. While some councillors tried to introduce motions to decrease or increase that number, most saw it as a compromise for homeowners.

City staff frustratingly had to explain to councillors how taxes worked and that “budgets aren’t just about numbers. They are about the reality of city services.” When councillors tried to argue for more reduction in the budget or for lower taxes, staff had to remind them that property taxes were still well below inflation, and that over the past 19 years, city council has approved a property tax at or below the rate of inflation 15 times.

“The budget is consistent with Council expense policy and service direction and remains neutral in terms of overall revenue burden as a share of the economy,” said City Manager Peter Wallace. “I encourage Council to continue to address the cost drivers for City services and agencies, and look at stable revenue options to strengthen our fiscal sustainability.”

The new budget includes some investment in Toronto Community Housing, Toronto Transit Commission, and overall capital projects. At the same time, many reductions had to be made in order to balance the budget, including dipping into reserve funds in order to accommodate an extra $2 million in street sweeping.

“Today, City Council approved a balanced, responsible budget that invests in the needs of the people who live and work in Toronto,” said Mayor Tory in a statement released around midnight. “This budget delivers significant new funding for transit, child care and housing. Through the City Building Fund, we will begin to make much-needed investments in transit expansion and major infrastructure repair.”

Critics of the 2017 budget have called it a band-aid solution. Without the introduction of new revenue tools, the city will be forced to continuously reduce services while increasing taxes. Wallace pointed out that without the options of tolls — an option the provincial government squashed last month — it will be very difficult to maintain the services within the city. Before next year’s budget, Wallace says Toronto will have to ask itself how it will replace the approximate $5 billion tolls could have brought in to fund capital projects.
