Did ambition hurt Smart Track?

A group of colleagues and I set up the Transit Alliance back in 2011 to educate the public on the need for dedicated transit funding and transit development. We believed that transit development was suffering because politicians used it to garner votes, but few bothered delivering on their promises. Our goal at the Alliance was to keep transit development in the public eye, so politicians couldn’t slink away from it. By keeping the level of discussion around transit constant, the public would demand development. We started the discussion on dedicated transit funding, we worked on building support on the use of tolls, and we advocated on the need to build the Relief Subway Line.

As I look back over our work, I realize that our biggest challenges came from politicians who tried to use transit as a stepping stone to power. Politicians, who created controversy over what and where transit lines should be built, were actually delaying the development of transit across Toronto. For example the Eglinton West subway line broke ground in 1994, but was cancelled with the tunnel filled in by Premier Mike Harris in 1995, to the horror of transit development experts around the world.

Political candidates (desperate for power) continually throw out transit plans that will garner the most votes. But transit is a complex issue and planning it properly to meet with population and density growth should be left to educated experts not campaign teams. Unfortunately, in Toronto few politicians listen to the experts.

In 2014 Mayor John Tory came out with a transit plan that was put together by some of the best transit experts in North America. Their focus was to create a transit plan that would help not just Toronto, but the entire region. And knowing the political road blocks likely to happen along the way, my guess is that they created a plan that asked for much more than what is essential, as politicians and public servants would invariably widdle down the plan over time. Mayor Tory’s Smart Track plan lived up to its name and was a smart plan for the entire region. Tory pointed out that the Relief Line was the highest priority subway line, but he also knew that the connections that moved people across the region were key to a strong transit network.

What many don’t realize is that politicians rely on public servants to deliver on their plans. Mayor Tory relied on his former chief planner, Jennifer Keesmaat to figure out how to deliver Smart Track efficiently and effectively. Unfortunately, she wasn’t able to do it and seemed to have stalled the process. I’ve grown to admire and respect Mayor Tory. But I know him well enough to know that he would never point this out.

Today I learned that Jennifer Keesmaat, former chief planner, is now blaming Mayor Tory for her failure to deliver Smart Track. Her lack of willingness to take responsibility for her failures is shameful. But to blame Mayor Tory for her lack of success makes me wonder if she might have actually worked to hold it back? As chief planner, she could have added multiple layers of red tape, she could have delayed every aspect of the planning process around Smart Track and undermined the entire project.

I remember a dinner the Transit Alliance hosted with Jennifer Keesmaat as our guest of honour back in 2015 when she was Toronto’s chief planner. Keesmaat spoke about how great the Smart Track plan was and how it would help relieve gridlock in and out of the city. After dinner, I suggested that she should go into politics, that she might gain a lot of support. Her response – “Why do you think I’m here?”

Ford sets Ontario education back 20 years

After just a few short days in office, Doug Ford has already made good on his promise to remove the liberal’s sexual education program and replace it with one that was literally published decades ago.

When Ford was elected into office he told the public that he would be removing the current sex-ed program, which focussed on important issues such as masturbation, same-sex marriage, cyber safety, and transgender people. It also taught kids about issues more prominent with today’s youth: contraceptives, STIs, and the notion of consent.

On July 11, Ford announced that schools would be reverting back to a 1998 curriculum that has no mention of the important issues highlighted in the current program. Education minister Lisa Thompson told reporters at Queen’s Park that “The sex-ed component is going to be reverted back to the manner in which it was prior to the changes that were introduced by the Liberal government.” She added that the party will be “moving very swiftly with our consultations and I will be sharing with you our process in the weeks to come.”

This decision came from Ford’s decision to consult parents on what they wanted to have taught to their children in schools and what they wanted to teach their young ones at home.

His opposition was quick to criticize the decision. NDP leader Andrea Horwath told reporters on July 11 that, “Going backwards in terms of keeping our kids safe and giving them the information they need to stay safe is not the right direction.” She added, “We worked hard to make sure that everyone in Ontario feels that they are respected, that they are able to be who they are, able to have opportunity, able to be free of violence and hate. And anything that starts to erode people’s ability to be themselves and be respected in this province is problematic.”

A petition is already in place to sway Ford into reverting his decision. The petition, called “Doug Ford: Keep Ontario’s Sex-Ed Curriculum, has already reached 54,283 signatures of their 75,000 goal to date. It reads: “The curriculum was designed and written by experts in child development, internet safety, police, and social workers, in consultation with roughly 4,000 parents. It emphasizes much-needed lessons of consent, acceptance for others and sexual health.”

While some are praising Ford for already living up to his promises, the ones that he’s put into effect will drastically alter the education of children and not the for the better.

Plowing transit funding forward

I have a lapel button with the words “I’ll pay for it” transposed over a subway map. It’s a reminder of all the people I’ve met over the years (while campaigning for dedicated transit funding) who were willing to pay for transit expansion as long as they knew their funds would go directly to it.

Last week Toronto City Council announced it would have to borrow $86 Million to cover cuts the Province made to social housing back in 2013. Mayor Tory had hoped to convince the province to reverse their decision but they wouldn’t, or, to be more accurate, they couldn’t reverse their decision because they too are having revenue issues.

The critics have attacked Mayor Tory on his decision to borrow the funds needed to cover this shortfall to social housing. But we can’t expect Mayor Tory or City Council to address the huge revenue problem Toronto has, when we as a city refuse to support candidates who advocate for more funding.

It’s time to deal in facts, and the very basic fact for Toronto is that there isn’t enough revenue to provide, or expand on, the services the city currently has to fulfill. From housing to transit Toronto doesn’t have the funds we need to provide the services and the anti-tax attitude dominating every issue has limited our ability to keep up with other growing cities. There are two questions we have to ask : Do you want more transit in the city? Do you want to care for those in need? Politicians who even suggest Toronto use dedicated revenue tools common in other cities, get swept aside for those who shout “no tax increases.” Our civic leaders can’t invest in our city because we refuse to give them the support to do it.

It’s time to change. Time to come together as a city and begin the work required to educate our residents on the crisis Toronto will have if we don’t act today.  We have elected someone who may turn out to be one of the best Mayor’s Toronto has ever had, he’s a consensus builder, a centrist not shackled to the far left or right. But we can’t expect Mayor Tory to deliver the services Toronto needs if we don’t provide him the funds to do it.

When it comes to revenue tools there are a number of good ideas that the Board of Trade, Metrolinx and the Transit Alliance have endorsed. Metrolinx suggested a basket of revenue tools that included a 1% sales tax, a 5 cent gas tax, parking levies, and an increase in development charges. Other North American cities have used toll roads, and the Toronto Act gives our city the ability to toll the Gardiner Expressway and Don Valley Parkway, which were downloaded to Toronto over 20 years ago.

It’s time for each one of us to rip away the rigid anti-tax attitude that has settled over Toronto, and held us back from building an effective and vibrant city. The first step is to envision what the city might be like if we invested in transit. Think of the jobs this kind of investment would bring, and of the future we would be building not just for today but for our children. The next step is to work actively to dispel the myth that city hall is rolling in funds with the reality – Toronto has a revenue problem that must be solved. In a bizarre twist it turns out that one of those apprehended, Nicholas Swaby, was a captain with the Don Bosco Eagles football team that Rob Ford coached. Swaby had spoken publicly in the past about what a great role model Ford was to him.

What is Mayor Rob Ford doing while the city floods? Enjoying A/C in his car

 

With the city paralyzed, flooded, immobile, and soaked it should of course come as no surprise that Mayor Rob Ford is not at the nerve centre of the city doing what he can to get things up and running again. Rob Ford is with his family, without power, crammed into the SUV with the air conditioner on in an attempt to stay cool.

Our mayor’s number one priority in the middle of a weather crisis is his own comfort.

Of course Fordites would respond that ‘he has to look out for his family’ and ‘it is after 5 o’clock’ — but this flies in the face of the concept of being mayor of a major city.

Your job doesn’t end at 5 o’clock.

Your family, albeit without power, has a capable matriarch. This city, on the other hand, has no other head.

Rob Ford has, once again, abandoned not only his responsibility, but his city in a time of need.
