Toronto-York Spadina Subway Extension opens this weekend

It’s finally here! The Toronto-York Spadina Subway Extension (TYSSE) will open on Sunday, connecting the City of Toronto to Vaughan.

Prime Minister Justin Trudeau and Ontario Premier Kathleen Wynne attended the ribbon cutting ceremony on Friday for the $3.18 billion, 8.6 kilometre, subway extension.

“This opening is another example of all levels of government working together cooperatively to deliver billions of dollars in transit infrastructure and our ongoing commitment to getting Toronto moving,” Toronto Mayor John Tory said.

The TYSSE will be the first Toronto Transit Commission (TTC) route that crosses municipal boundaries, connecting Toronto and the Region of York. Each station has been specifically designed to integrate into each different neighbourhood. Pioneer Village’s station includes high columns with a green roof and a number of environmentally-friendly additions. Highway 407’s station has a beautiful stain-glass and the York University Campus station is sleek, modern, and pedestrian-friendly.

It is also the first subway route to be completed under the new “motherlode” transit network. The line has been highly anticipated by students who attend York University, as well as those who work near Vaughan Metropolitan Centre and Highway 407. Torontonians will also now be able to access more affordable housing options, as well as Canada’s Wonderland, without having to take a specialized VIA bus.

“The opening of the Toronto-York subway extension is the single greatest transit achievement for this region in my lifetime,” said Ontario Minister of Transportation, Steven Del Duca, in a statement. “Thousands of Vaughan residents and York University students now have a world-class rapid transit option to get them where they need to go faster and more efficiently. Today’s celebration clearly indicates what we can achieve when all levels of government work towards one common goal — building more transit.”

It will be interesting to see how this extension will impact Line 1 without a relief line in place. With the completion of the TYSSE, and the hopeful completion of SmartTrack by 2024, the Yonge Line (Line 1) will be at capacity by 2031, unable to carry new riders. The relief line must be in place by the time SmartTrack is completed in order to accommodate the increase in commuters who are all connecting to Line 1 in order to get downtown.

Most subway cars should have updated their maps already, including the lights indicating when the car arrives at a station. Check them out the next time you jump on transit!

Toronto Transit Commission approves time-based transfer

The Toronto Transit Commission (TTC) has approved a two-hour time-based transfer for PRESTO card users, to start August 2018.

As the system is now, TTC riders have to pay a second fare when they get back on a bus, streetcar, or subway, regardless of how long they have been off the network. This new system will allow riders to run short errands such as drop kids off at school or go grocery shopping without being penalized for a second fare, as long as the errand fits within a two-hour window.

The idea has been floating around since 2005, but on Nov. 28th the board finally voted to approve city staff recommendations.

The net cost of this change will be $11.1 million, which will increase to $20.9 million after full implementation in 2020. The cost would have been higher if it wasn’t for the projected five million riders that will now be able to ride the TTC thanks to the time-based transfer.

“The greatest benefit from this policy change stems from reducing the cost of transit, making it more affordable for multiple short distance trips, thereby giving TTC customers the flexibility they require to carry out everyday activities,” the report reads. “Allowing a two-hour re-entry may benefit customers who need to exit the system to use restroom or restaurant facilities, including seniors and customers with disabilities or health needs requiring more flexibility in travel.”

Time-based transfers were publicly supported by Toronto Mayor John Tory and TTC Chair Josh Colle a few weeks ago.

“Time-based transfers would allow people on transit the flexibility to hop on and off to run errands or make stops along their way to work, school, or home.” said Colle in a statement. “This would continue the modernization of our services, and further demonstrate the TTC’s ongoing commitment to improving the customer experience.”

The request is part of both the modernization and fare integration process between the TTC and Metrolinx.

Andy Byford resigns to become CEO of New York City Transit

Andy Byford announced Tuesday morning that he was resigning from his role as CEO of the Toronto Transit Commission (TTC). He will be leaving in mid-December, following the opening of the Yonge-Spadina Subway Extension, to take on the role of President and CEO of New York City Transit.

“My last task in Toronto will be to deliver the opening of the long-awaited, spectacular, Line 1 subway extension to Vaughan in York Region, with its 8.6-kilometres of new track and six beautiful, Wi-Fi-, cell-, PRESTO-equipped stations,” he said at a press conference Tuesday morning. “I will look back on my time at the TTC as the absolute highlight of my 28-year transit career to date.”

Byford joined the TTC in 2011 and has played an integral part in Toronto’s growth and development. He helped create and push forward a five-year modernization plan that transformed how this city designed and used public transportation. Toronto’s transit system was dirty, slow, and construction had come to a grinding stop. Byford had his work cut out for him — and he didn’t miss a beat.

His passion for customer service was what set him apart from other city staff. He had a deep desire to make Torontonians proud of their transit system. He wanted the best technology, the fastest bus routes, and the least amount of delays. At every board meeting, he would smile when presenting the CEO report, always underselling his achievements by saying staff needed to aim higher.

Byford didn’t shy away from speaking bluntly about the need to invest in transit. He used his knowledge and expertise to convince city council and private investors to spend much-needed dollars on building new subway lines and more sustainable busses. He championed the Relief Line, calling it a priority project that required investment. He pushed for the integration of the PRESTO card, the implementation of Wi-Fi at stations, the replacement of a 60-year-old signal system, the modernization of the fleet, and the creation of a new herd of streetcars, just to name a few.

Under his leadership, transit users have experienced 21 per cent fewer delays — a number he was fond of quoting. In June 2017, the TTC was named the best public transportation system in North America by the American Public Transportation Association.

And still, Byford had more ideas. At every board meeting and city council meeting he stood is ground when grilled by councillors who didn’t want to spend tax dollars on transit. He expressed the need to continue to modernize and merge new technologies into business practices. His ideas were radical for some of the more conservative city staff — a fully integrated system that was easy to use for daily commuters and tourists alike!

Byford also encouraged more diversity within the organization itself.

“I have deliberately changed the face of the TTC,” he said. “Five years ago – incredibly – there had never been a woman on the TTC Executive. Now, 50 per cent of my senior team are women, all on merit and both the Executive and the next two levels below are increasingly diverse. We have promoted talent from within and we have added bench strength where needed from outside.”

In his farewell press conference, Byford did what he always did — talked about transit, the successes of the TTC, and put the spotlight on his employees.

“But as I prepare to say goodbye in just four weeks, and before my wife, Alison, and I head to New York, I want to save my final thank you for the near 15,000 men and women of the TTC. The frontline staff of this company are the ones that really make the difference. They are the decent, loyal Canadians whose hard work has delivered the achievements of the past five years,” he said.

“So it is to TTC employees that I dedicate the final achievement of our Five-Year Plan.. That we achieved our objective of getting back to being number one by winning the 2017 APTA Outstanding Transit System of the Year, in spite of myriad challenges, is testament to the hard work, dedication to duty and passion of my colleagues and for that, they should hold their heads very high indeed.”

Byford will start his new job at the New York City Transit in mid-January of next year, and called it “arguably the toughest job in transit right now.” Sounds like it is just up Byford’s ally!

John Tory and TTC Chair support time-based fares

When I was a student at the University of Ottawa, I didn’t have the means to print train tickets when I wanted to go home. This was particularly difficult around the holidays. I learned that if I waited to pick up my tickets at the train station before I left, the lines would take me at least 45 minutes. By then, there would be little room for my bags and I would be stuck with a seat close to the bathrooms.  Not an ideal situation.

So, instead, a week before I was set to leave for Toronto, I would jump on the bus to pick up my tickets in person. It was about a 20 min. bus ride to the station. I would get there, grab my ticket, and jump back on the bus to return to campus.

The best part was I only had to pay one fare.

On Thursday, Toronto Mayor John Tory, as well as Toronto Transit Commission Chair (TTC) Joshe Colle and Commissioner Mary Fragedakis, threw their support behind time-based fares for customers using PRESTO.

They sent a letter to TTC CEO Andy Byford requesting a report for next month detailing the costs and implications of time-based fares for 2018.

“I am dedicated to getting Toronto moving and making sure it is easier for people to get around our city,” said Tory. “Now with time-based transfers and the PRESTO technology, we once again have the opportunity to make life more affordable for our residents and further encourage transit ridership.”

This request comes at the height of discussion about fare integration with GO Transit and the UP Express. Another option is fare by distance, with discounts for those transferring on to the TTC from a GO Station. At the last TTC Board meeting, numerous councillors expressed concerns about asking residents who lived further away to pay more to take public transportation.

“Time-based transfers would allow people on transit the flexibility to hop on and off to run errands or make stops along their way to work, school, or home.” said Colle in a statement. “This would continue the modernization of our services, and further demonstrate the TTC’s ongoing commitment to improving the customer experience.”

There was a report written by city staff in 2014 outlining some of the basic financial repercussions and the options that are available to the TTC. This issue will be discussed during the TTC budget process, which needs to be submitted by early 2018.

Transit-first King St. pilot moves forward

Next week, Toronto’s executive committee will vote on the proposed King St. Pilot, the first plan to enact a transit-first mentality to city planning.

The King. St. Pilot is a direct response to slow transit service and increased congestion along the downtown corridor. “King Street is not currently working well for transit,” a report prepared by Toronto’s General Manager said. “Streetcar service can be slow, unreliable, and erratic, with unpredictable travel times, especially during rush hours, but also during some late evening and weekend times. People end up having to plan for their slowest trip.”

With more than 65,000 daily TTC riders compared to the 20,000 vehicle users along King St., re-branding this corridor as transit-first makes a lot of sense.The pilot will cover six kilometres of King St., from Jarvis to Bathurst. The corridor would funnel drivers to parallel east-west routes like Queen St., Richmond, Adelaide, Wellington, or Front, while still allowing local drivers to access the street for short periods of time.

Earlier suggestions of creating a car-free roadway were dismissed, as there are a number of driveways and parking garages that must be accessed from King St. However, city staff came up with a solution that would allow drivers to access King St. without bottling traffic.

Local residents may drive on King St., but only in between intersections. At each traffic sign, cars must turn left. It will be up to the drivers to decide how best to reach their destination. This will allow for significantly less cars on the roads and for the King. St. streetcars to have unobstructed access to their own lane.

Other features of the plan include dedicated pick-up and drop off areas and designated delivery areas. There will be no dedicated cycling lanes.

The last reported cost for this project was estimated to be at $1.5 million, but it has since been determined the project is eligible for funding under Phase I of the Public Transit Infrastructure Fund. This means it’s possible to get 50 per cent of funding from the federal government, leaving the city to come up with the remaining 50 per cent.

The Toronto Transit Commission will vote on the pilot program prior to the executive committee vote. If all goes well, it will be discussed in the July city council meeting.

King St. Pilot makes transit the priority

Thursday, the Toronto Transit Commission (TTC) and city staff made their second presentation on the King St. Pilot, a plan that will hopefully alleviate congestion along the car-heavy corridor to make it more transit-friendly.

“What we are trying to do here is to improve transit service for the 65,000 passengers on the busiest transit route in the city,”said Jacquelyn Hayward Gulati, Director of Transportation Infrastructure Management with the City of Toronto. “That’s three times as many drivers who use the corridor. We are trying to move the most people the most efficient way.”

The pilot will cover six kilometres of King St., from Jarvis to Bathurst. The corridor would funnel drivers to parallel east-west routes like Queen St., Richmond, Adelaide, Wellington, or Front, while still allowing local drivers to access the street for short periods of time.

According to Gulati, making King St. completely car-free would take immense resources, as there are driveways and parking garages that can be accessed from that corridor. Instead, city staff has designed a plan allowing local residents to drive on King St., but only between intersections. These vehicles must turn right at the next traffic signal. Physical barriers will be used to prevent vehicles other than the streetcars from passing through the intersection.

There is also going to be designated spaces for short-term loading, deliveries, and taxis, something business owners indicated was a necessity.

“People will access the section of King that they need to access for their local trip,” Gulati said. “We are looking to have the amount of mixed traffic dialled down to such an extent that we expect to see streetcar improvements, but it is a pilot project and that’s what we want to learn from this.”

Cyclists, transit users, and emergency vehicles would be the only commuters allowed to cross intersections. However, there would be no dedicated bike lanes.

This particular corridor between Bathurst and Jarvis was chosen because it has the worst transit service on King St. The goal of this pilot would be to see additional improvements in reliability, speed, and capacity on the King St. streetcar — more people walking or using transit and less people driving.

The estimated budget level cost is $1.5 million, but that is bound to change once the design has been finalized after Thursday’s public meeting.

If all goes well, a final report will be presented at a June TTC board meeting and then will be sent to approval by City Council in July. The plan is to be able to implement the King St. Pilot by the Fall of 2017 or Spring 2018.

TTC hikes fares by 10 cents, needs investment from city

Last night, the TTC board approved a 10-cent fare increase for tokens, reducing their shortfall for next year’s budget to about $61 million. As Toronto Transit Commission CEO, Andy Byford, emphasized during his presentation, the board had very few choices. A fare increase was an inevitable and unfortunate necessity.

Cash fares will remain the same, but the cost of a token or a PRESTO single ride will increase to $3. A monthly Metropass will go up to $146.25 for adults and $116.75 for post-secondary students. Cash and ticket prices for seniors and students will also increase by 10 cents.

The change will be effective as of January 2017, although the board did pass a second motion saying they will recommend freezing fares in 2018.

The TTC will now have to turn the budget over to the city budget committee, who will then decide whether to approve the budget with the 2017 shortfall. The fare increase will result in an extra $27 million for the transit agency. That, in combination with a number of efficiency cuts, has already lowered the shortfall from $230 million to $61 million. By approving the budget Monday, the TTC board is saying there is no other way to cut the budget. They have done everything they can without increasing fares by an even more substantial amount or without cutting services.

The TTC receives a very small subsidy compared to other North American cities — 90 cents per rider. Vancouver’s subsidy is $1.89 per rider and Calgary is $1.69. York Region, whose transit network is much smaller, has a subsidy of $4.56. Without more funding, there is absolutely nothing the TTC can do but increase fares.

As much as city council is against raising property taxes, it was clear that concerned transit users are fine with it. Most wanted all residents to contribute, whether it was through tolls or property tax, so that seniors and low-income families don’t have to walk across the city to get to work because they can’t afford public transportation. Raising property taxes was actually a suggestion given to the board by a Toronto resident.

Byford has done all he can do in terms of finding efficiencies, cutting the budget by another 2.6 per cent for the second year in a row. During a time where the TTC is working with the city to build more transit and improve service, this is not a time for cuts.

Now, it’s the city’s turn to take this budget and commit to investing in public transportation. Residents have said they are willing to contribute through taxes, and there are other forms of revenue such as tolls that can be used to help decrease the shortfall, so let’s run with it! It’s time to seriously invest in transportation, especially if Toronto has any hope of completing our integrated transit network.

Should Toronto use tolls to maintain transit network?

The City of Toronto has completed the first round of negotiations with the province over funding for the Transit Network. Staff will present their updated financial report to a special executive committee meeting Tuesday afternoon for approval prior to the November city council meeting the following week.

The report outlines the funding model for the various elements of the Transit Network, including the amount of money being provided by the Ontario government. As of Nov. 1, the province has offered $3.7 billion for Regional Express Rail (RER) and $7.84 billion for Light Rail Transit (LRT).

The biggest blow to the transit-funding model is that city council will now be responsible for the day-to-day operations or maintenance of the Finch West, Sheppard East, and Eglinton Crosstown LRTs. These are projects that will be built by the province and Metrolinx; yet, Toronto residents will be on the hook for its maintenance.

Aspects of SmartTrack will be covered under the provincial funding; however, it will not be enough. The federal government has said they will make a contribution — but there has been no firm commitment yet. In the meantime, the city will have to come up with other ways of finding revenue to pay for the project, as well as the maintenance and operations of the network once it is complete. This could mean raising property taxes, something the city has promised not to do.

But, why should Toronto residents pay for all of these transit plans when they benefit the GTHA region in its entirety? Maybe the more economically feasible form of revenue can be found in the use of tolls, something that everyone entering and driving in Toronto can contribute to.

If drivers were asked to pay a toll when using the Don Valley Parkway or the Gardiner Expressway, a lot of these funding problems could be solved. First of all, tolls would encourage more people to use the new transit network, thus freeing up the roads and alleviating the insane gridlock Toronto faces on a daily basis. Second of all, the money collected from these tolls could be funnelled directly into a transit fund — to be used in conjunction with the money collected from fares, ect. — to pay for the daily operations of these projects.

On Tuesday’s meeting, staff will be recommending that city council approve the current funding model and authorize further negotiations and agreements with the province, Metrolinx, and other agencies in order to gain extra funding for SmartTrack.

But, I don’t think Toronto should hold its breath. It’s time to come up with some realistic solutions to the transit-funding problem instead of hoping that other levels of government will bail us out. Embracing tolls is the logical solution — but is there someone brave enough to say it on the council floor?

The city has until Nov. 30 to finalize financial arrangements for SmartTrack to keep the provincial deadline.

Media seems to be one-sided towards TTC and Metrolinx

It often seems that the Toronto Transit Commission (TTC) and Metrolinx are getting roasted by everyone — the local media, twitter, and even people sitting at the dinner table.

Transit services provided in Toronto have a tough time catching a break and their achievements are often buried under the criticisms constantly being launched their way. It is no easy feat providing public transportation for a city of six million people. If you think of the massive population that TTC and Metrolinx serve on a daily basis, it’s a miracle these services get off the ground, let alone get each and every one of us home!

As a member of the media, I am going to temporarily ditch the table of media sharks and take a moment to appreciate the successes of TTC and Metrolinx. I may be burnt at the proverbial stake for professing my love of local transit, but I will bravely stand up and say this: thank you TTC for getting my tired buttocks home after a long day at work!

First off, kudos to the tireless efforts of City of Toronto politicians, the province of Ontario, and both the TTC and Metrolinx boards for the massive transit plans that are being actively adjusted and carried out every day. Toronto may not have the transit it needs right now, but the relief line is on the table and many other transit projects are being pushed forward with diligence. As someone who attended the public consultations on the relief line assessment, the TTC planners of the project were repeatedly roasted by the public and I commend their professionalism and perseverance through this process.

Another joint success of the TTC and Metrolinx is their ability to work together and launch the PRESTO fare integration. Being able to use one form of payment across the Metrolinx and TTC systems has made my commute much easier. It has been difficult to integrate the system in some circumstances, and the TTC drivers have been patient towards customers using PRESTO from the beginning as well.

Another major success was Mayor John Tory’s move to make the TTC free for kids under 12. As a single mom, this has made an incredible difference in my life. I never have to worry about taking my daughter with me on transit and it is such a financial relief. Seeing the City of Toronto support its children first-hand makes me feel as if I am a part of a community.

Lastly, I would like to demonstrate my appreciation for TTC drivers. The amount of flack these employees receive is inconceivable, and I’ve witnessed many acts of kindness from drivers that help people onto the streetcar or take the time to direct an old man to his destination. These are the true heroes of these transit systems. Overall, there are always new subway routes to be built or new trains to be provided, but without the TTC and Metrolinx, I wouldn’t be able to get home. Next time you are reading another hate-piece on transit in Toronto, think on that and maybe TTC and Metrolinx won’t seem so bad after all.
